Community Action Program Committee, Inc. (CAPC) offer programs and services to the community through its various departments. The programs include:
Community Service -
Education Assistance Program - The program will provide
long-term case management for clients. Long-term case management will assist the client in
setting goals for becoming self-sufficient using planning tools with
the family and track movement toward meeting their educational
goals. The program will work with the entire family in
long-term case management to remove barriers that keep the family
from meeting their goals. The program will monitor the
clients' success.
The program will work
with the client to determine their educational needs. The
program will work with the client on the educational opportunities
available to them. The program will offer instructions and
guidance regarding Pell Grants and Workforce Investment Act.
The program will equip the client with the necessary means to
acquire admission into an educational institution; assist clients'
with outside payment alternatives for obtaining an education
(tuition, books and miscellaneous items).
The program will assist
clients in resolving barriers that impede their ability to achieve
their educational goals (transportation, childcare, driver's
license, etc.).
Emergency Services Program - Assist clients with short-term crisis needs. Evaluate and document long-term clients needs using agency's system of coaching. conduct agency classes for clients' self-improvement (i.e. Money Smart, etc). Process applications for medicines and medical supplies. Coordinate with the In-between-Ministries Program to service the clients.
Coordinate with the Medicine for Free Program to service the clients. Assist in developing expanded youth programming. Assist in developing a partnership of referral with Children Services. Report monthly on ROMA goals, number of Mt. Canaan In-Between Ministries clients assisted through FEMA Recovery Fund and number of clients assisted through other programs.
Coordinate with utility vendors for payment. Establish and maintain good working relationships with businesses service providers to promote goodwill.
Coordinate software maintenance needs with CMTools. Coordinate with Emerald Coast Utility Authority (ECUA) to service water clients. Supervise clients management of FEMA long-term recovery program. Test and refer clients to business start-up resources.
Employment Assistance Program - The program will provide long-term case management for clients. Long-term case management will assist the family in setting goals for becoming self-sufficient using planning tools with the family and track movement toward meeting these goals. The program will work with the client to identify their work experience and abilities for gaining employment. The program will work with the client on job opportunities available with various employers. The program will assist the client with the development of a resume, if needed. The program will assist the entire family to remove barriers that may keep them from reaching their goals. The program will monitor success of clients.
The program will assist the clients with employment start-up needs such as: bus tickets, background checks, picture I.D., uniforms, safety shoes, etc. to help clients become employed or stay employed.
Head Start Program - The Head Start is a program that is Federally funded by the Department of Health and Human Services and is targeted for preschool children of low income families. Escambia County Head Start is a tax exempt, non-profit organization operated by the Community Action Program Committee, Incorporated.
To be eligible for Head Start, families must qualify according to income guidelines (issued by the Department of Health and Human Services) or have a child with a diagnosed disability. These children are provided special services that address their individual needs.
All children in Head Start are between the ages of three and five years old and participate in a variety of educational activities that help them grow mentally, socially, emotionally and physically. They also receive free medical and dental care, have healthy meals and enjoy playing indoors and outdoors in a safe setting.
Head Start meets the licensing requirements as set forth by Florida's Department of Children and Families. Parent involvement and social services are provided. With the assistance of a Family Advocate, each family completes a self assessment and establishes a written goal plan which is monitored throughout the program year.
Low-Income Home Energy Assistance Program (LIHEAP) - The energy program is to assist with a source of heating and cooling in a residential dwelling. The Low Income Home Energy Assistance Program has three categories of assistance: Home Energy Assistance, Crisis Assistance and Weather Related Assistance.
